GUIDE TO LICENSE RENEWAL
Level II to Level II


Every educator employed in the public school system has the responsibility of holding and maintaining a teaching license.  Maintenance of a license involves a formal process of thoughtful, continuing, professional development and requires documentation thereof.  The Local Standards Board is the reviewing body for professional development as it relates to licensure and recommends license renewal.

This guide outlines what every educator should know and to in order to renew a teaching license.  It specifically addresses the final procedures for renewal.  A renewal checklist is also provided for convenience. 

Every educator whose license expires in the current year should expect to receive this guide from the Local Standards Board; however, the educator is still responsible for renewal even if not notified by the Local Standards Board.

Every educator should:
  • Know what type of license is currently held, e.g. Level II;
  • Know endorsement areas held, their codes and what they stand for (see back of license);
  • Know when the license expires; and
  • Provide the Central Office with a copy of all current licenses.

What is an Individual Professional Development Plan (IPDP)?

“An Individual Professional Development Plan is an outline for professional growth.  The primary purpose of an IPDP is to help teachers reflect upon their practice and to take responsibility for their own development.  In preparing their IPDP, teachers should consider how their goals will correspond to the five standards for educators . . . “1

What is a portfolio?

A portfolio is the accumulation of documentation representing completed professional development as prescribed by an IPDP.  It contains the original IPDP and any amendments.  The new IPDP states development goals.  The portfolio also provides descriptions, connections and reflections on professional growth for the past seven-year cycle.  It is presented to the Local Standards Board at the time of license renewal.

Renewal Process for Educators Holding a Level II License

Educators holding a Level II license will renew the Level II license.
Step 1:
The educator must have an IPDP on file with the Local Standards Board.  If not, the educator will write an IPDP immediately and submit it to the LSB for approval.  If newly employed in this district, an educator may transfer an existing approved IPDP from another district and will provide the LSB with a copy.
Step 2:
The educator will earn nine (9) credits in each endorsement.  Credits must be approved by the LSB; three of the nine credits must be content specific (unless grandfathered under the old plan); credits may apply to more than one endorsement.  The educator should verify that the Central Office has completion records of the nine required credits.
Step 3:
The educator will compile a portfolio describing activities, reflecting on professional growth toward goal completion and connecting the work completed to each of the five Standards for Vermont Educators.
Step 4:
During the educator’s final year of licensure, the educator will write an IPDP for the next seven years and submit it to the LSB for approval.  The IPDP must include professional development goals and a narrative on how each goal relates to the five Standards for Vermont Educators.  At least one of the goals must relate to the Action Plan (required by Act 60).  At least one goal must relate to each endorsement.  An IPDP form is enclosed or may be obtained from the building secretary or Central Office.  The educator is requested to provide the LSB with four copies of the IPDP.
Step 5:
The educator will submit a portfolio to the LSB for approval by April 1.
Step 6:
The educator will complete the renewal form and submit it to the LSB.  The educator will not include any credits that have not received final approval from the LSB on the renewal form.

Step 7:
The Chair of the LSB will sign the renewal form and send it back to the educator.
Step 8:
The educator will send the renewal form, signed Tax/Child Support certification form and a check for fees * to the Department of Education.
Step 9:
Upon receipt of the new license, the educator will make a copy and send it to the Central Office for inclusion in the personnel files.
